Press-conference on the priority of building an Information Society in Ukraine

Memorandum of Understanding on priority of the information society development in Ukraine
The
development of information society in Ukraine is perhaps the most
important tool to overcome economic decline, guarantees of the
fulfillment of democratic standards in the Ukrainian society. This is a
necessary part of Ukraine's European integration, the key to the fight
against corruption, implementation of good governance and
self-development, raising of public awareness, providing a modern basis
for intellectual and cultural development of Ukraine,
We
welcome that the President of Ukraine (Decree № 926 of 30 September
2010 "On measures to ensure priority development of education in
Ukraine"), declared this year the Year of Education and Information
Society. But it's high time to ensure content behind this declaration.
Taking
into account that this issue of information society has the highest
priority in the United Nations and European Union, as well as the
Council of Europe, where Ukraine is soon taking on the presidency of
the Committee of Ministers
We,
the signatories of the MOU – represententatives of the Ukrainian
government, business, civil society, academic, expert and professional
environment, youth, relevant international and European organizations -
undertake to consolidate joint efforts for the priority development of
information society in Ukraine.
In particular, for the solving of these problems:
- Codification of the Ukrainian legislation to bring it into line
with European standards and best world practice, with examination to
the Venice Commission before the second reading in Ukranian Parliament
of each bill which relates to information sphere.
- Continuation
of administrative reform in the direction to create a central
governmental body that will develop and implement a common policy for
building-up of the information society in Ukraine, with appropriate
funding, authority and system of vertical and horizontal coordination;
- Immediate
approval and implementation of measures aimed at the implementing of
the National Program for the Building-up of the Information Society in
Ukraine;
- Ensuring an open partnership of government, law
enforcement agencies, businesses, public organizations, and
international organizations in the development of information and
communication technologies, introducing e-governance and
self-development of electronic commerce, the fight against cybercrime,
defending freedom of expression and media pluralism, the proper
administration of critical Internet resources, the preservation of
cultural diversity, the development of e-education, e-health care,
e-environmental protection. Ensuring transparency, accountability and
responsibility in decision making on these issues;
- Reforming
the education system, implementing the National Programme of Education
for Life, raising legal, computer, media and Internet literacy of
Ukrainian society, improving the competence of civil servants;
- Ensuring
adequate representation of Ukraine in relevant international and
European organizations and forums (eg, WSIS, IGF, ICANN, EuroDIG),
providing timely translation, discussion, implementation of the
decisions that are made there, initiating a wide campaign in media to
discuss important issues there discussed. Giving priority to issues of
information society in programs of cooperation with the Council of
Europe, the European Union, and other European and international
organizations.
